Watchman (Night-Guard)

Watchmen were groups of men, usually authorised by a state, government, or society, to deter criminal activity and provide law enforcement. Watchmen have existed in various guises throughout the world and were generally succeeded by the emergence of formally organised policing.

Early origins

An early reference to a watch can be found in the Bible where the Prophet Ezekiel states that it was the duty of the watch to blow the horn and sound the alarm. (Ezekiel 33:1-6)

The existence of watchmen have also been found in the Ottoman, Greek and Egyptian Empires.

The Roman Empire turned the role of a watchman into a profession by creating two organizations:

• the Praetorian Guard thus establishing a rank and file system with a Captain of the Guard.
• Vigiles, literally the watch.

Watchmen in England

In 1252 a royal writ established a Watch and Ward with royal officers appointed as Shire Reeves:

By order of the King of England the Winchester Act Mandating The Watch. Part Four and the King commandth that from henceforth all Watches be made as it hath been used in past times that was to wit from the day of Ascension unto the day of St. Michael in every city by six men at every gate in every borough by twelve men in every town by six or four according to the number of inhabitants of the town. They shall keep the Watch all night from sun setting unto sun rising. And if any stranger do pass them by them he shall be arrested until morning and if no suspicion be found he shall go quit.

Later in 1279 King Edward I formed a special guard of 20 sergeants at arms who carried decorated battle maces as a badge of official office. By 1415 a watch was appointed to the Parliament of England and in 1485 King Henry VII established a household watch that became known as the Beefeaters.

From 1485 to the 1800s it was the Watch and Ward that acted as London's police force upholding and enforcing the laws of the land.^[1]

Faro mayor to increase municipal night guard numbers

Mayor Macário Correia has announced that Faro Town Hall is to launch a recruitment drive to hire more night guards, as the city currently only has two.

”We have two night guards working in downtown Faro, but the idea is to extend this to other areas, namely S. Luís, the municipal market and the parish of Montenegro,” Macário Correia told Lusa News Agency, adding that the increase in guards was suggested by the “PSP, GNR and Faro Parish Councils.”

Wednesday’s municipal meeting was due to include a discussion about Faro’s night guards and their activities, which should enable the recruitment drive to start “in the next few weeks,” said the Mayor.

“The objective of increasing the number of night guards is to reinforce security in Faro council and fight for a reduction in crime,” said Macário Correia.

The meeting about the night guards’ activities, a responsibility that was passed to Town Halls seven years ago, will also enable new jobs to be created.

“Another half dozen people could gain a job, and many who are currently unemployed could gain an occupation,” said the Mayor, adding however that “the job of a night guard is not just for anyone, they must be selected and pass all of the aptitude tests.”

Câmara de Lagos distinguida com Prémio Praia + Acessível. 1º Lugar para a Praia da Luz.

A Câmara Municipal de Lagos foi recentemente distinguida com o primeiro lugar no Prémio Praia + Acessível 2010, atribuído à Praia da Luz.

A entrega do Prémio Praia + Acessível, que consistiu numa Passadeira Acrílica (para facilitar a deslocação de pessoas com mobilidade reduzida no areal) e uma Placa com a Distinção de Mérito, teve lugar na passada Segunda-Feira, em Lisboa, e foi entregue pela Secretária de Estado Adjunta e da Reabilitação, Idália Salvador Serrão, no decorrer de um Workshop, subordinado ao tema “Acessibilidade e Segurança nas Praias” onde a Câmara de Lagos fez uma apresentação como exemplo de Boa Prática.
O Prémio Praia + Acessível, relativo às acessibilidades em zonas balneares, é promovido pelo Instituto Nacional para a Reabilitação, IP, o Instituto da Água, IP, e a Fundação Vodafone Portugal e pretende reconhecer a praia marítima ou fluvial que, durante cada época balnear, se venha a distinguir ao nível de boas práticas instituídas na área das acessibilidades.
O prémio, patrocinado pela Fundação Vodafone Portugal, foi atribuído por um júri nacional constituído por representantes do Instituto Nacional para a Reabilitação, que preside, do Instituto da Água, do Turismo de Portugal, do Instituto Socorros a Náufragos, da Associação Bandeira Azul da Europa e da Fundação Vodafone Portugal.

Segundo o Regulamento do Concurso, todas as candidaturas foram avaliadas de acordo com alguns critérios: a) estado das condições imperativas definidas para atribuição do galardão nomeadamente, o ordenamento do estacionamento automóvel, a sinalética, a facilidade no acesso pedonal, as passadeiras no areal, as instalações sanitárias e o posto de primeiros socorros; b) estado das condições facultativas, tais como os apoios para banho (cadeira anfíbia) e o acesso aos estabelecimentos fornecedores de bebidas e refeições; c) a qualidade da informação disponibilizada.
A Praia da Luz, em Lagos, foi a melhor pontuada, sendo que ganhará novos equipamentos para aplicação nas praias
